There's a similar problem reported in /thread/250229182, but I don't see any resolution there. Also tried doing Scan Test Page as an admin, with the same (non) results. I am running all this as a non-admin (during the driver install I had to authenticate as an admin). This document applies to older HP LaserJet printer models compatible with macOS operating systems. HP Easy Scan is designed specifically for use with your HP scanner or multifunction printer. Trying Image Capture app instead, it just says "waiting for scanner". I get as far as the "Test Your Scanner" panel in Easy Start, but when I attempt to Scan Test Page it (eventually) tells me "unable to communicate with the device".
To scan with these older printers, use the control panel. I downloaded and installed what I believe is the latest HP driver for this Mojave, from support.hp.com/us-en/drivers/selfservice/hp-scanjet-g4050-photo-scanner/3236371. While many newer HP multifunction printers support scanning, older HP LaserJet multifunction printers do NOT support scanning from HP Scan, Apple AirPrint, Image Capture, Preview, or Scan to PDF in OS X versions 10.9 and newer. (That is a much older iMac, running OSX 10.8.5). The scanner *does* work OK on my older iMac, using the Image Capture app. Neither the Image Capture app nor HP's Easy Start seem to be able to connect to the scanner.

Am trying to get my HP Scanjet G4050 up and running on my new iMac (Mojave 10.14.6). Even if your HP Scanjet software was working properly in Mac OS X 10.6, it will likely not work correctly or will lose functionality in OS X 10.7 until you have completed the steps in this document.
